`exp-voice-assistant-local` records a deterministic local voice turn before real STT, local intent routing, and TTS providers are wired together.
The harness fixes utterance length, wake word, intent selection, reply text, and TTS chunking so roundtrip timing and fallback metadata stay comparable.
